目前针对减污降碳协同治理的研究较少考虑经济因素.因此,以甘肃省为研究对象,基于经济视角,从经济发展、环境质量和二氧化碳排放 3 个维度构建减污降碳协同治理水平评价指标体系,评价了减污降碳协同治理水平的时空变化特征,分析了甘肃省减污降碳协同治理水平的影响因素.结果表明:①甘肃省经济发展、环境质量和二氧化碳排放水平整体呈现向好趋势,其中年均增幅最大的为经济发展水平,为 8.6%;②在时间序列上,2010-2021 年甘肃省减污降碳协同治理水平整体呈现稳中向好趋势,其综合评价值由 2010 年的 0.580 增长到 2021 年的 0.708.在空间分布上,整体呈现"西高东低"的分布特点;③甘肃省减污降碳协同治理水平受研发投入占 GDP 的比重、城镇化与煤炭消费占能源消费总量比重的影响程度较为显著,其中主导因素为研发投入占 GDP 的比重影响程度.以上研究结果可为甘肃省减污降碳协同增效提供参考和决策依据.
Evaluation and Influencing Factor Analysis of the Collaborative Governance Level of Pollution Reduction and Carbon Reduction in Gansu Province
Economic factors are rarely considered in the current research on the collaborative governance of pollu-tion reduction and carbon reduction.Therefore,taking Gansu Province as the research object,this paper constructs an evaluation index system for the level of collaborative governance of pollution reduction and carbon reduction from three dimensions of economic development,environmental quality and carbon dioxide emission based on the economic perspective,evaluates the spatio-temporal variation characteristics of the level of collaborative govern-ance of pollution reduction and carbon reduction,and analyzes the influencing factors of the level of collaborative governance of pollution reduction and carbon reduction in Gansu Province.The results showed that:①The eco-nomic development,environmental quality and carbon dioxide emission level of Gansu Province showed a good trend,and the average annual increase was the economic development level,which was 8.6%.② In terms of time series,the overall level of collaborative governance for pollution reduction and carbon reduction in Gansu Prov-ince from 2010 to 2021 showed a stable and good trend,and its comprehensive evaluation value increased from 0.5804 in 2010 to 0.7084 in 2021.In terms of spatial distribution,the overall distribution characteristics were"high in the west and low in the east".③The level of collaborative governance of pollution reduction and carbon reduc-tion in Gansu Province is significantly affected by the proportion of R&D investment in GDP,urbanization and the proportion of coal consumption in total energy consumption,among which the dominant factor is the proportion of R&D investment in GDP;These research results can provide a reference and decision-making basis for the syn-ergistic efficiency of pollution reduction and carbon reduction in Gansu Province.
