浙江省虚拟电厂高质量发展路径研究

为系统梳理浙江省现有虚拟电厂建设运行现状,量化评估虚拟电厂建设资源潜力,科学谋划浙江省虚拟电厂高质量发展路径,研究拟通过虚拟电厂技术支撑体系与商业模式,围绕工业、建筑、交通等重点领域分类测算虚拟电厂建设资源潜力,并聚焦政策制定、技术标准、市场机制等方面提出具体建议,以期为浙江省虚拟电厂高质量发展提供支撑.研究显示,浙江省需求响应资源超 1000 万 kW,若能全部发挥效用,最大可相当于 1.5 个白鹤滩电站实现顶峰送电,平衡电力供需作用相当明显.建议尽快建立全省统一虚拟电厂管理机构,加快构建虚拟电厂市场化机制,加强技术、制度保障,全力打造虚拟电厂"浙江样板".
Study on High Quality Development Paths of Virtual Power Plant in Zhejiang Province
In order to systematically sort out the current construction and operation status of Zhejiang's existing virtual power plants,the resource potential of virtual power plant construction is quantitatively evaluated,and the high-quality development path of Zhejiang's virtual power plant is scientifically planned.This paper intends to classify and measure the resource potential of virtual power plants construction by studying the technical support system and business model of virtual power plants and focusing on key fields such as industry,construction,and transportation.In order to provide support for the high-quality development of Zhejiang virtual power plants,spe-cific suggestions are put forward in terms of policy formulation,technical standards and market mechanism.The research shows that the demand response resources in Zhejiang exceed 10 million kilowatts,and if they can be fully utilized,the maximum can be equivalent to 1.5 Baihetan power station to achieve peak power supply,and the role of balancing power supply and demand is quite obvious.It is suggested to establish a unified virtual power plant management organization in the province as soon as possible,accelerate the construction of virtual power plant marketization mechanism,strengthen technical and institutional guarantees,and make every effort to build a virtual power plant"Zhejiang model".
