2020年,江西省生态环境厅将崇义县列为林业碳汇开发试点,旨在通过开展林业碳汇项 目开发与交易,推进国土绿化行动,促进"双碳"目标实现;打通"两山"转化通道,探索和建立森林生态价值实现机制;增强全社会对林业碳汇的认识和理解,提升林业碳汇开发能力。崇义县采用《江西省森林经营碳汇项目方法学(试行)》,将符合开发条件的38520。5亩林地纳入开发范围,经测算,拟议项 目10年计入期内可产生CO2减排量为192363。45 t CO2-e,每亩年均CO2减排量为0。499 t CO2-e。结果表明:森林经营碳汇项目所产生核证减排量虽然较低,但与其他CCER项 目一样,能满足可测量、可报告、可核查的要求,可推动国内林业碳汇项目 自愿减排交易。基于崇义县试点实践,系统总结了项 目开发程序、方法、路径,全面分析了开发成效和存在的问题,对于研究森林经营碳汇开发路径与方法有一定的借鉴意义。
Study on the Paths and Methods of Carbon Sink Development in Forest Management——Taking Chongyi County Pilot Practice as an Example
In 2020,the Jiangxi Provincial Department of Ecology and Environment listed Chongyi County as a forestry carbon sink development pilot project.The purpose of the project is to promote the realization of the"double carbon"goal by carrying out the development and trading of forestry carbon sink projects,promote the greening of the national territory,open up the transformation channels of the"two mountains",explore and estab-lish the mechanism for realizing the ecological value of forests,as well as to enhance the society's understanding of forestry carbon sinks and enhance the capacity of forestry carbon sink development.Chongyi County adopts the Jiangxi Province Forest Management Carbon Sink Project Methodology(Trial),and includes 38520.5 mu of forest land that meets the development conditions in the development scope.It is estimated that the proposed project can generate CO2 emission reduction of 192363.45 tCO2-e within the 10-year crediting period,and the average annual CO2 emission reduction per mu is 0.499 tCO2-e.The results of the pilot show that although the CERs generated from forest management carbon sink projects are low,they can meet the requirements of measurability,reportabili-ty and verifiability,just like other CCER projects,and can promote the voluntary emission reduction trading of forestry carbon sink projects in China.Based on the pilot practice in Chongyi County,the paper systematically summarizes the project development procedures,methods and paths,and comprehensively analyzes the develop-ment effectiveness and problems,which is of some reference for the study of forest management carbon sink de-velopment paths and methods.
