Reflections on the Compensation Mechanism of Ecological Resources Rights and Interests in the Field of Natural Resources——Taking Linyi City as an Example
Ecological resources are important resources in the field of natural resources,and compensation of rights and interests of ecological resources is an important part of the realization of the value of ecological re-sources.Based on the situation of ecological resource rights and interests compensation in some regions of China,this paper makes a comprehensive comparative analysis of the current situation of ecological resource rights and interests compensation in the field of natural resources,and focuses on the Linyi area,which is a cutting-edge,pi-oneering and exploratory comparison of ecological resources rights and interests compensation in China.The re-sults show that:① After the horizontal compensation of forest ecological benefits,the areas with relatively rich forest resources have obtained more ecological benefit compensation funds.At the same time,they also stimulate the enthusiasm of afforestation and greening in areas with relatively weak forest resources;② Afforestation and greening in cities,villages and key corridors were promoted in an orderly manner,and the forest area continued to increase,and the forest coverage rate increased from 21.61％in 2017 to 29.30％in 2021,an increase of 35.59％;③ Linyi City has implemented eight major projects such as forestry ecological restoration and protection,carried out afforestation and ecological restoration in ecologically fragile areas,and improved the quality of forest ecological protection.④ The horizon-tal compensation of forest ecological benefiits is a typical case of ecological protection compensation,which pro-vides a useful exploration for the establishment of a horizontal compensation system for forest ecological benefiits,the trading of forest coverage resource rights and interests and the trading of greening increment responsibility in-dicators,and enriches the connotation of ecological protection compensation.While analyzing the great achieve-ments made in the compensation of ecological resource rights and interests,it is also pointed out that there are still some practical problems in the compensation of ecological resources rights and interests,such as the lack of bold thinking,the lack of legal guarantees,the imperfect compensation system,the single compensation funds,and the relatively weak digital empowerment.
