"无废城市"背景下资源型城市工业固废管理路径探析——以济南市为例

在"无废城市"背景下,为提升资源型城市工业固废管理水平,促进资源化利用和无害化处理。以济南市为研究对象,分析了 2019-2023年济南市工业固废管理现状,探讨了其管理制度、产业结构、市场机制方面的问题。指出了济南市工业固废产生量从2019年的485。2万t增至2023年的542。4万t,年均增长率约为2。8%。针对以上问题,提出了完善法规政策,实施分类监管;发展绿色产业链和绿色制造工程;建立工业固废资源交易平台等对策。通过以上措施,实现了固废减量化、资源化和无害化处理,有效提升了济南市工业固废管理水平,为资源型城市提供了技术参考。
Analysis of Industrial Solid Waste Management Paths in Resource-based Cities Under the"Zero-Waste City"Background——Taking Jinan City as an Example
Under the"Zero-Waste City"initiative,this study aims to enhance the industrial solid waste manage-ment level of resource-based cities,promoting resource utilization and harmless treatment.Taking Jinan as an ex-ample,the industrial solid waste management status from 2019 to 2023 was analyzed,revealing problems in man-agement systems,industrial structures,and market mechanisms.The amount of industrial solid waste increased from 4.852 million tons in 2019 to 5.424 million tons in 2023,with an average annual growth rate of approximately 2.8%.To address these issues,the study proposes improving regulations and policies,implementing classified su-pervision,developing green industrial chains and green manufacturing projects,and establishing an industrial solid waste resource trading platform.These measures achieved waste reduction,resource utilization,and harmless treatment,effectively enhancing the industrial solid waste management level in Jinan and providing technical ref-erences for resource-based cities.
