Practice and Exploration of Comprehensively Implementing Forest Chief System in Ganzhou City
Implementing the forest chief system can effectively solidify the main responsibility of local Party com-mittees and governments at all levels to protect and develop forest resources.Through an analysis of the main practices,achievements,and problems of comprehensively implementing the forest chief system in Ganzhou City,this paper proposes countermeasures and suggestions for further deepening the forest chief system.The study found that Ganzhou City implemented the forest chief system by establishing a system of forest chiefs and sup-porting regulations,promoting a continuous improvement in forest resource protection awareness,steadily impro-ving forest quality,and accelerating the development of green wealth-generating industries.Based on the problems of insuffiicient awareness of responsibility,an incomplete grassroots governance system,insufficient source man-agement,and insufficient convergence of joint management efforts in Ganzhou City's current implementation of the forest chief system,this paper proposes targeted measures such as legislation and training for forest chiefs to strengthen responsibility,the establishment of a positive incentive and negative constraint goal evaluation system,enhanced grassroots institution construction and technical personnel training guidance,the use of modern techno-logical means and optimization of the team to strengthen the source of management,and enhanced coordination and people's oversight to enhance joint management.Therefore,the modernization level of ecological environment governance can be continuously improved.
