Strategic Gap Analysis of Establishing National Ecological Civilization Construction Demonstration Area of Shenzhen-Shanwei Special Cooperation Zone
Establishing national ecological civilization construction demonstration area is an important means of strengthening ecological environmental protection,deepening ecological civilization system reform,and accelera-ting the construction of ecological civilization.To assess whether Shenzhen's enclave-the Shenzhen-Shanwei Special Cooperation Zone(SSSCZ)can successfully establish national ecological civilization construction demon-stration area,in the context of Shenzhen's successful establishment,this study analyzes the gaps in the establish-ment of the ecological civilization construction demonstration area in SSSCZ based on the latest construction indi-cators released by the Ministry of Ecology and Environment.The study finds that the SSSCZ has made outstand-ing achievements in improving environmental quality,enhancing ecological quality,preventing ecological risks,and promoting energy conservation,emission reduction,carbon reduction,and increasing efficiency.All relevant indicators have been met,but there are some agricultural indicators such as"effective coefficient of irrigation wa-ter"and"small-scale livestock manure centralized collection and utilization system"that have not yet met the standards,revealing some issues in the process of transforming from a town mainly engaged in agricultural pro-duction to a modern smart city.In light of the shortcomings and weaknesses,corresponding strategies are pro-posed:guarding ecological security and maintaining the environmental quality at the same level;boosting ecologi-cal economy and promoting green and low-carbon development;carrying forward the culture of ecology and im-proving the masses environment consciousness;revitalizing ecological villages and strengthening the construction of agricultural infrastructure.
