Comparative Study on Enhancing Boiler Control in Sichuan Province Based on the"Double Wheel Drive"of Policies and Standards
Boilers are the main carriers of energy consumption and are crucial to reducing air pollutant and carbon dioxide emissions and promoting air quality.The Action Plan for Continuous Improvement of Air Quality issued by the State Council of the People's Republic of China mentioned the word"boilers"16 times,highlighting the ur-gency of their emission reduction.The Action Program for Green,Low-Carbon and High-Quality Development of Boilers issued by the National Development and Reform Commission(NDRC)further arranged and deployed boil-er remediation from the perspective of air pollutants and carbon dioxide emission reduction.To accelerate the re-lease of reduction potentials of air pollutant emission by boiler control,more powerful support for the continuous improvement of air quality should be caried out.In this study,from the perspective of policy guidance and the de-velopment of provincial emission standards,combined the Sichuan Province boiler air pollutant emission standard research results,drawing on domestic and international boiler management experience,countermeasures and sug-gestions for improving the boiler management level in Sichuan Province were proposed.The results revealed that the boiler rectification of Sichuan province faced challenges such as a lack of targeted policies,loose implementa-tion standards,and insufficient incentive mechanisms,leading to unsatisfactory results in boiler management.In some areas,the rate of low-nitrogen combustion retrofit of gas boilers was less than 30%,and there remained large scope for emission reduction in coal and biomass boilers.To improve the level of boiler management in Si-chuan province,it was recommended to implement high-standard new boilers,accelerate the rectification of exist-ing boilers,strengthen financial incentives,enhance differentiated management,and update boiler equipment,thereby promoting the green and low-carbon transition of boilers and achieving synergistic effects in pollution re-duction and carbon emission reduction.
