县级政协协商式监督实施路径和逻辑建构研究——基于丽水市莲都区政协"督察长"制的考察

摘要
协商式监督是新时代政协民主监督职能的新定位,然相较政协其他两大职能,其作用发挥效果偏弱.重要原因在于,基层实践中政协作为四套班子之一往往"既指挥又监督".丽水市莲都区政协回归主责主业,突出"协商监督"职能,创新实践"督察长"制,健全运行机制,有力提升了工作质效.这一探索既揭示了政协监督的内在逻辑建构,即以监督为要义、协商为形式、民主为本质,也为县级政协推进民主监督路径创新提供了有益启示,即充分发挥政协在主体、地位、制度、渠道等四方面的特色优势.
Abstract
Consultative supervision is the new positioning of the democratic supervision function of the CPPCC in the new era.Compared with the other two major functions of the CPPCC,the role of supervision is relatively weak.The important reason for this is that the CPPCC as one of the four teams,often"both commands and supervises"in grassroots practice.The Liandu District CPPCC in Lishui returns to its main responsibility and business,highlighting the function of"consultation and supervision",innovating and practicing the"Inspector General"system,improving its operating mechanism and work efficiency.This exploration not only reveals the internal logical construction of the supervision of the CPPCC,which takes supervision as the key point,consultation as the form,and democracy as the essence,but also provides useful inspiration for the innovation of the supervision path of the county-level CPPCC,which fully leverages the characteristics and advantages of the CPPCC in four aspects:subject,status,system,and channel.
