After the Southern Anhui Incident,the Central Committee of the Communist Party of China and the Border Regional Government implemented a series of policies to cope with financial difficulties.However,these policies caused controversies among major leaders of the Border Regional Government.Some advocated reducing the issuance of Border Area Currency,keeping the"making both ends meet"financial policy and abolishing the"official supervision policy"of salt transportation,which was known as the"conservative policy",while some others supported to issue a larger amount of Border Area Currency and carry on the"official supervision policy"of salt transportation,which was known as the"developmental policy".Based on the overall situation of the Chinese People's War of Resistance against Japanese Aggression and the construction of the Base Area,Mao Zedong criticized the"conservative policy"and pointed out that the best way to overcome financial difficulties was developing economy.The Senior Cadres Meeting of the Northwest Bureau cooperated with the Rectification Movement and unified the thoughts about financial and economic construction in the Border Area.Since then,"Developing economy and Ensuring supply"had become the general principle of financial and economic work in the Base Area.Meanwhile,the Border Area had successfully achieved a transformation from an aid-dependent financial system to an independent financial system.
