Analysis of the Guiding Work Strategy of Archives Before Receiving the Archives
This paper studies the guiding functions of archives competent departments and archives after the institutional reform,especially analyzes whether the archives can carry out the guiding work of archives.It reports the present situation of the guiding work of archives competent department and archives from the aspects of law,regulation and personnel's ideology,and probes into the necessity and significance of carrying out the guidance before receiving the archives.It also analyzes the ways and methods that the archives should cooperate with the guiding work of archives competent departments and combine macro with micro,so as to strengthen the guiding work before receiving archives.
