Horse Policy in Qing Dynasty from the Manchu Memorials in Yongzheng Period
Horse policy is an important issue in the study on Qing Dynasty,and the study on horse policy also reflects the military system,postal delivery system and financial system.The horse policy in Qing Dynasty is the result of political,economic,military and ethnic border situation development.Memorial(Zouzhe),also known as Zhezi,Zouben,is unique in Qing Dynasty,and it is an important system in Qing Dynasty whose content involves politics,economy,culture and so on.To study issues,the use of memorials is a very good entry point.Grand Council,established for military affairs in the Northwest during Yongzheng period,is an important powerful decision-making organ in Qing Dynasty.With the Grand Council Manchu Yifudang of Yongzheng Period as the center,the paper conducts an in-depth study on the source,management and allocation of official horses in Qing Dynasty,which is the first utilization of this material for study on such kind of issues since its publication.
