十年内战时期南京国民政府禁烟中公务员规制探究——以江西省为考察中心

在南京国民政府烟禁中,公务员无疑是一个影响禁烟成效的重要因素,因公务员作为政府政策法令的具体执行者,其言行直接关系到禁烟的成效.江西省作为南京国民政府管控的一个重要省区,由于受中央政策、社会呼吁以及公务员自身问题等多方面影响,从而以省政府名义在吸食、考绩以及职责等方面对公务员进行规制.但因受政局不稳、法制缺陷与政府自身禁烟态度问题等方面的制约,不仅使得规制效能大打折扣,而且烟禁成效严重下降.
Abstract
In the anti-opium movement by Nanjing National Government,civil servant is undoubtedly an important factor affecting the effect of the movement,because as the specific executors of government policies and decrees,the words and deeds of civil servants are directly related to the effect of the movement.As an important province controlled by the Nanjing National Government,Jiangxi province regulates civil servants in the name of the provincial government in opium smoking,performance appraisal and responsibilities under the influence of central policies,social appeal and civil servants'own problems.However,due to the restriction of political instability,legal defects and the government's attitude towards opium smoking,the effectiveness of these regulations is greatly reduced,and the effectiveness of the anti-opium movement is seriously decreased.
