Expansion of Governors'Power in the Late Qing Dynasty from the Perspective of the Recommendation Procedure
Governors were the highest level officials in Ming and Qing dynasties,and they participated in the selection of local officials by the court through recommendation,always closely related to the selection of local officials.The recommendation power of governors was under the control of the central government,which could avoid the drawbacks of selecting officials through different ways,and enable the recommendation system to play its beneficial role more effectively.However,with the changes in the recommendation procedure during the late Qing Dynasty,the recommendation power of local governors expanded,which profoundly affected the governance of local officials and the balance of power between the central and local governments during the late Qing Dynasty.
