摘要
医疗档案信息资源具有特殊的应用价值,资源共建共享是实现区域医疗服务信息化的必然趋势.本文对我国区域医疗档案信息资源共建共享的现状特点进行了分析,进一步梳理实践中存在的问题和挑战,如法律法规和政策支持不足、存在技术挑战、区域间发展不平衡、利益分配和协调机制不完善.最后构建区域医疗档案信息资源共建共享的模式与机制,提出从加强政策引导、技术创新和合作共建等方面的工作,以推动区域医疗档案信息资源共建共享的深入发展.
Abstract
Medical archives information resources have special application value,and resources co-construction and sharing is an inevitable trend to achieve regional medical service informatization.This paper analyzes the current situation and characteristics of the co-construction and sharing of regional medical archives information resources in China,and further identifies the problems and challenges that exist in practice,such as insufficient legal and policy support,technological challenges,uneven regional development,and imperfect interest distribution and coordination mechanism.Finally,a model and mechanism for the co-construction and sharing of regional medical archives information resources is constructed,and it is proposed that efforts be made to strengthen policy guidance,technological innovation,and cooperative co-construction to promote the in-depth development of co-construction and sharing of regional medical archives information resources.
