Investigation of the Shenyang Preparatory Meeting of the Third Biennial Conference of the Institute of Pacific Relations
"Manchu-Mongolian Issue"was one of major topics of the Third Biennial Conference of the Institute of Pacific Relations(IPR),which was held in Japan in 1929.Under the support of Zhang Xueliang,the Director-General of Shanghai Young Men's Christian Association and also the director of Chinese Branch of the Institute of Pacific Relations Yu Rizhang held the preparatory meeting in Shenyang,Liaoning in August,1929.On this meeting,the Chinese representatives deeply discussed the situation and policies of Japanese invasion in the Northeast,and deepened their understanding of the Northeast through field survey in various parts of the Northeast.More importantly,the meeting further spread the idea of civil diplomacy.Shenyang preparatory meeting and the third biennial conference of the IPR greatly promoted the development of civil diplomatic activities in Liaoning.
