摘要
为服务国家"双碳"战略目标,探索构建林业碳账户体系,以浙江省林业碳普惠项目开发实践为例,提出林业碳账户总体设计思路.应用数字化理念,从账户体系设置,项目开发流程标准化管理与设计,解决目前项目开发过程中流程繁、技术专、管理难等问题,规范林业碳汇项目开发与管理.提出扩大林业碳账户适用范围,集成林业固碳增汇技术服务,创新林业碳账户资源价值转化等对策与建议.
Abstract
In order to serve the national"carbon peak and carbon neutrality"goals,and study the con-struction of the forestry carbon account system,taking the development practice of forestry carbon inclu-sive projects in Zhejiang Province as an example,the overall design concept of forestry carbon accounts was proposed.By applying digital concept,this paper solved problems such as complex processes,tech-nical expertise and difficult management in the current project development process,and standardized the forestry carbon sink project development and management from account system settings,and project de-velopment process standardization management and design,and proposed suggestions to expand the appli-cation scope of forestry carbon accounts,integrate forestry carbon sequestration and sink enhancement technology services,and innovate the value transformation of forestry carbon account resources.
