Improvement of Forestry Carbon Sink Guarantee System in China
Forestry carbon sinks,internationally,have been gradually developed and perfected,and initial results have been achieved in practice around China.The forestry carbon sink guarantee,as one of the new types of projects,is not yet fully protected by law,but is already being explored and practiced.In the light of the current situation and realistic needs of the development of forestry carbon sink guarantees in China,and with reference to overseas developments,this paper analyzed the problems faced by forestry carbon sink guarantees,such as unqualified rights,inadequate legal system and imperfect risk and cost system,and suggested to improve the relevant legal system and clarify the attributes of rights,while paying attention to risk avoidance and cost protection within the law,so as to improve the status of forestry carbon sink guar-antees in the carbon sink economy,promote low carbon emission reduction and green development.
