摘要
2014年,四川省开始启动国家储备林建设,经过几年探索,在政策、技术、管理等方面初步建立框架体系,明确了项目管理、推进机制,但在制度建设、政策管理、融资机制、建设模式、项目监管等方面仍面临着一些问题和制约因素.从完善管理体制、优化政策管理、创新建设模式、拓宽融资渠道、加强人才培养,强化要素支撑、突出政府管理、加强项目监管等方面提出了优化建议.
Abstract
Sichuan Province began to implement the construction of national reserve forests in 2014.A preliminary framework system has been established on policy,technology,management,and other as-pects,clarifying project management and promotion mechanisms after several years of exploration.By analyzing the problems and constraints in institutional construction,policy management,financing mecha-nisms,construction models,project supervision,and other aspects,optimization suggestions were put forward from improving the management system,optimizing policy management,innovating construction models,expanding financing channels,strengthening talent cultivation,strengthening factor support,highlighting government management,and strengthening project supervision.
