Quantitative Evaluation of Forest Ranger Performance Assessment——A Case Study of Qingtian County in Zhejiang
Taking Qingtian County in Zhejiang as an example,this paper constructed an evaluation indi-cator system at the project level based on forest vegetation protection,combating illegal activities,law promotion and education,and attendance in the work of forest rangers in the county.The analytic hierar-chy process(AHP)was used to determine indicator weights,and indicator scoring criteria were estab-lished based on the principles of goal orientation,objectivity,operability,comprehensiveness and compa-rability.A comprehensive calculation model for forest ranger performance evaluation was developed,and performance level standards for Qingtian County forest rangers were defined,enabling a comprehensive assessment of their work.The evaluation system indicated that the highest indicator weight was assigned to forest vegetation protection(weight 0.511),while the lowest weight was for law promotion and educa-tion(weight 0.080),highlighting the significance of forest vegetation protection in the evaluation sys-tem.The indicators related to combating illegal activities performed well,while those related to law pro-motion and education showed room for improvement.Following the comprehensive assessment,Qingtian County had a total of 550 forest rangers,with 4 rated as excellent,325 as good,and 221 as competent.There were no forest rangers rated as basic competence or inadequate,and the average score was 81.12,indicating a commendable performance in forest ranger work in the county.
