摘要
国家治理体系是一种体系化存在物,具有典型的结构性特征.公共政策国家治理体系中观层次,是治理实践行为的依据.笔者梳理了国家治理体系的宏观、中观和微观视角,认为我国公共政策的基本原则包括以人民利益为出发点和归属,以实现发展、效率、公平为重点,以法律为准绳和以市场机制为基础.阐述我国公共政策基本原则,从政治、经济、社会、生态和公共卫生等方面对我国现代化公共政策体制构建进行探索.
Abstract
The national governance system is a systematic existence with typical structural characteristics.The meso-level of the national public policy system is the basis of governance practice.This article sorts out,from the macro,meso and micro perspectives,the national governance system,and believes that the basic principles of China's public policy should include taking the interests of the people as the starting point and attribution,focusing on de-velopment,efficiency and fairness,and taking the law as the criterion and the market mechanism as the basis.By expounding the basic principles of China's public policy,the author explores the construction of China's modern public policy system in terms of politics,economy,culture,society,ecology and public health.
