摘要

互联网技术的进步和平台经济的崛起使网约工逐渐成为当下重要的就业途径之一.保障网约工群体的劳动权益,有助于平台经济的稳定发展.为衡量劳动权益保障水平,以外卖骑手为例,构建劳动权益保障评价的二级指标评价体系,结合CRITIC法和熵值法对指标进行组合赋权,并依据武汉地区外卖骑手的实际调查数据,对劳动权益保障水平进行综合评价.结果表明,外卖骑手的劳动权益保障整体水平偏低,特别是基本社会保障和合理休息休假指数得分最低.基于此,提出应加强对平台企业与承包组织的监督、完善新就业形态劳动关系的政策法规的建议.

Abstract

With the progress of Internet technology and the rise of platform economy,online employment has gradually become one of the most important employment channels.Protecting the labor rights and interests of online contract workers is conducive to the stable development of the platform economy.To measure the level of labor rights protection,taking delivery riders as an example,a secondary indicator evaluation system is constructed.The CRITIC method and entropy method are combined to assign weights to the indicators.Based on the actual survey data in Wuhan,an overall merit of labor rights protection is conducted.The results indicate that the overall level of labor rights protection for delivery riders is relatively low,especially with the lowest scores in basic social security and reasonable rest and vacation index.Based on this,it is suggested to strengthen the supervision over platform enterprises and contracting organizations,and improve policies and regulations on labor relations of the new employment.
