The Key Influencing Factors of High Quality Development of Forest Health Care Bases
⑴ Background——As an important branch of health care industry,forest health care has a huge market demand and development space.The market demand for forest health care is large,and customers'requirements for health care products and services continue to increase,however,the current facility construction level,products and services quality of domestic forest health care bases are generally not high.Therefore,high quality development has become an important topic of forest health care bases in China.⑵ Methods——Based on literatures review and experts investigation,a system of influencing factors was constructed from the four dimensions of resources,market and policy,professional competence and operation management,and the fuzzy DEMATEL-ISM-MICMAC method was used to quantitatively analyze the factors af-fecting the high quality development of forest health care bases.⑶ Results——According to the positive and negative attributes of the cause degree,the fuzzy DEMATEL method divided the factors into 9 cause factors,such as the economic development degree of the tourist source area,construction and operation support policies,and 8 result factors,such as the ability of old-age care,the ability of rehabilitation and health care.The degree of centrality and cause of the quantity and quality of human resources reached a high level,which was the first resource and core breakthrough to promote the development of the base.In the hierarchical structure model of ISM,the factors were divided into 6 levels,from the low level to the high level,and the factors were gradually advanced from shallow to deep.The seven factors,including bas-ic services and health facilities resources,quantity and quality of human resources,were at a higher level,and as the essential and deep factors,they had strong driving and guiding ability.In the MICMAC method,the fac-tors were divided into four categories:autonomy,independence,association and dependence according to the driving force-dependence quadrant diagram.The driving force of the independent factors such as basic services and health facilities resources,construction and operation support policies was strong,but the dependence was weak,and they were easy to drive and control other factors.⑷ Conclusions and Discussions——The status,attributes,levels and functions of the factors are fully revealed through the analysis of the central degree,cause degree,multi-layer hierarchical structure model and the driving force-dependence quadrant diagram of the influencing factors,and the key factors are extracted sci-entifically.The key factors are divided into three categories:the first category is the factors with large cause de-gree,high levels and strong driving forces,including basic services and health facilities resources,construction and operation support policies;the second category is the factors with large centrality degree,high levels and strong driving forces,including quantity and quality of human resources,financial resources,functional man-agement level,business management level and digital management platform;the third category is the factors with large centrality degree and good transition,including medical services capacity and awareness of forest health care.The following policy recommendations are proposed:First,in terms of resources,it is necessary to build a professional team of the base,improve the base facilities,and raise funds through multiple channels.Second,in terms of market and policy,it is necessary to intensify the publicity on health care and to increase the sustain-able driving role of construction and operation support policies.Third,in terms of professional capacity,it is necessary to build,consolidate and deepen medical services capacity.Fourth,in terms of operation manage-ment,it is necessary to improve the functional management level,business management level,digital manage-ment level and intelligent management level of the bases.
