The Impact of New Quality Productive Forces on the Development of Under-forest Economy
⑴Background——The development of under-forest economy not only meets the diversified food needs of people,but also guarantees the national food security,which is an important way to promote the green and high-quality development of forestry.New quality productive forces can promote industrial upgrading,stimulate inno-vation vitality and shape development advantages.It is an important task to cultivate and develop new qualitypro-ductive forces in the field of under-forest economic industry.⑵ Methods——Based on the definition of the concepts and the analysis of the influence mechanism,this paper established the evaluation index system of the new qualityproductive forces.The development of under-for-est economy was selected as the explained variable,the new qualityproductive forces as the core explanatory vari-able,the economic development level and environmental governance as the threshold variable,and the economic development level,local financial security and other 8 variables were selected as the control variables.Based on the 2011-2022 provincial panel data of 31 provinces(municipalities and autonomous regions)in China(exclu-ding Hong Kong,Macao and Taiwan),the impact of new qualityproductive forces on the development of under-forest economy was verified by benchmark regression model and threshold effect model.⑶Results——First,the new quality productivity can significantly improve the development level of under-forest economy,and the robustness test confirms the stability and validity of the research results.Second,the eco-nomic developmentlevel,the forest products yieldand the control of forest pests and diseases have a positive pro-moting effect,while the forestlandarea has a negative inhibiting effect.Third,the economic development leveland environmental governance have a single threshold effect on the development of under-forest economy,which com-prehensively reflects the level and quality of new quality productive forces.When the economic development lev-elexceeds the threshold valve,its promoting effect on the development of under-forest economy decreases slightly.When the environmental governance exceeds the threshold value,its promoting effect on the development of un-der-forest economy decreases significantly.⑷ Conclusions and Discussions——Based on the above research conclusions,the following policy sug-gestions are put forward:First,encourage and support scientific research institutions,universities and enterprises to increase investment in scientific research to ensure that all kinds of new technologies and new models can be applied to the production process of under-forest economy.Strengthen the introduction and cultivation of forestry professionals,and guide all social parties to participate in the development of under-forest economy.Second,promote capital,technology,talents and other factors into the field of under-forest economy through policy guid-ance and market mechanism,increase the deep processing of forest products and brands building and promotion.Strengthen the prevention and control of forest pests and diseases,and improve the monitoring,early warning,prevention and control system of forest pests and diseases,and plan the forestland layout rationally.Third,when the economic development level and environmental governance reach a certain degree,the government should timely adjust the policy direction and pay more attention to the economic and governance effects.Strengthen the supervision of environmental governance,and improve the standards and requirements of environmental govern-ance.Strengthen the concepts of green,low-carbon and environmental protection,and encourage farmers and en-terprises to adopt green production methods.
