The Impact of High-Tech Enterprise Certification on the Growth of Wood Processing Enterprises
⑴Background——Wood processing enterprises have played an important role in practicing the"Two Mountains"theory,realizing the"double carbon"goal,and promoting the harmony between man and nature.The high-tech enterprise certification and its support policies are important means for the Chinese government to promote enterprises to enhance their innovation ability.However,the number of enterprises in the wood process-ing industry that are identified as high-tech enterprises is relatively small.At present,there are few researches on the impact and paths of the high-tech enterprise certification,the catering behavior and its potential impact that may be induced by the high-tech enterprise certification.⑵ Methods——First,the research hypotheses were put forward on the basis of theoretical analysis.Then,using the data from the National Tax Survey Database,this paper effectively linked the enterprises with the num-ber of patent applications through the fuzzy name matching method,and constructed the unbalanced panel data of China's wood processing enterprises from 2007 to 2016.The sample covered 10 386 large,medium,small and micro enterprises,of which 82 enterprises were identified as the high-tech enterprises.Finally,the causal effect of the high-tech enterprise certification on the growth of wood processing enterprises was empirically tested by the time-varying difference-in-differences model,and the influence paths of the high-tech enterprise certification were analyzed by the three-step method,Sobel test and Boostrap test.⑶ Results——The high-tech enterprise certification has dual effects.On one hand,it has a significant in-centive effect on the growth of the wood processing enterprises.A variety of robustness tests,such as substituting asset investment for the explained variables,high-dimensional fixed effect regression model,parallel trend test,placebo test and instrumental variable method,all confirm the robustness of the benchmark empirical analysis re-sults.On the other hand,it causes some enterprises to have a catering effect,which hinders the effect of the cer-tification policies to a certain extent.Meanwhile,the high-tech enterprise certification promotes the growth of the wood processing enterprises by enhancing technological innovation,management ability and policy support.In addition,the high-tech enterprise certification has a significant incentive effect on the enterprises in the growth stage,but does not have a universal effect on the enterprises in the start-up,maturity and decline stage.It has a positive effect on the growth of the enterprises above designated size,but has no significant effect on the small and micro enterprises.It has a positive effect on the growth of export enterprises,but has no significant effect on the growth of non-export enterprises.⑷ Conclusions and Discussions——Based on the above research conclusions,the following policy sug-gestions are put forward:First,for enterprises of different sizes and stages of development,implement differentia-ted high-tech enterprises policies,and further enrich the existing support policies.Second,strengthen the qualifi-cation examination of enterprises applying for certification,improve the post-supervision of the high-tech enterpri-ses,in order to weaken the motivation of enterprises to cater.Third,strategically attach importance to the culti-vation and development of the high-tech enterprises in traditional manufacturing industries,and the target of poli-cy support should be tilted towards the traditional manufacturing enterprises.Further expand the coverage of the high-tech enterprise certification in the traditional manufacturing industries,and accurately match the needs of the traditional manufacturing enterprises.
