新一轮林地保护利用规划保障策略的探讨

摘要
在上一轮林地保护利用规划实施过程中,由于经济快速发展致使土地利用冲突对林地保护造成巨大压力.主要原因是原地类划分标准不统一,造成现实管理冲突;资金投入不足使林地保护利用面临诸多困难;林业信息化基础设施薄弱对林业现代化经营形成制约等因素.在总结分析的基础上,提出加强规划衔接、规划评估调整、监测信息及时预警、强化制度保障和责任一系列保障策略,以期为编制新一轮林地保护利用规划提供参考,推动规划在实施过程中落地落实.
Abstract
In the implementation process of the previous round of forest land protection and utilization planning,due to rapid economic development,land use conflicts caused enormous pressure on forest land protection.The main reason is the lack of unified classification standards for land use,which leads to conflicts in practical management;Insufficient investment in funds poses many difficulties for the protec-tion and utilization of forest land;The weak infrastructure of forestry informatization poses constraints on the modernization of forestry management.On the basis of summarizing and analyzing,a series of guaran-tee strategies are proposed to strengthen planning coordination、planning evaluation and adjustment、time-ly monitoring and early warning of information、strengthening institutional guarantees and responsibilities,in order to provide reference for the preparation of a new round of forest land protection and utilization planning,and promote the implementation of the plan in the implementation process.
