摘要
林长制是生态文明目标责任体系的重要制度创新,是提升生态环境治理现代化的重要手段,是保护森林草原资源、维护生态安全、促进生态文明建设的创新之举.分析黑河市爱辉区"林长制+检察长"主要做法,指出爱辉区林长制工作中存在的不足,并提出完善工作机制、强化人才队伍建设、加强宣传和坚持依法治林等建议.
Abstract
The Forest Chief system is an important institutional innovation in the ecological civilization goal responsibility system.It is a crucial means to enhance the modernization of ecological environment governance and an innovative initiative to protect forest and grassland resources,maintain ecological secu-rity,and promote ecological civilization construction.By examining the main practices of the"Forest Chief+Chief Prosecutor"system in Aihui District,Heihe City,this paper identifies the deficiencies in the implementation of the Forest Chief system in Aihui District,and proposes suggestions for improving the working mechanism,strengthening the talent team,enhancing publicity,and adhering to the rule of law in forest management.
