In 2014,the central government's No.1 document clearly stated that"Comprehensive management of the funnel zone for over-extraction of groundwater in North China"should be carried out,the Ministry of Finance,the Ministry of Water Resources,the Min-istry of Agriculture and the Ministry of Ministry of Land and Resources of the People's Republic of China have jointly deployed the com-prehensive control of groundwater overexploitation,and the non-crop crop substitution(hereinafter referred to as the Forestry Project)pilot project has been implemented as part of the project control measures,it was launched in Hengshui,Hebei province and later ex-panded to 88 counties(cities and districts)in Shijiazhuang,Cangzhou,Hengshui,Handan,Xingtai,Langfang and Baoding.So far,the project has been implemented for more than ten years,and good achievements have been made in the mining capacity,ecological effect and cultural benefit of the project area.In this paper,the background of the project construction,construction ideas,technical points,construction management,construction effectiveness and other aspects of its production described for the next step of the project to provide a reference for sustainable development.
