Special education planning plays an important role in ensuring the needs of residents to go to school,but with the reform of territorial spatial planning,the new territorial spatial planning system also has new requirements for the special education planning sys-tem.Based on the land space planning system and combining with the characteristics of the education industry,the paper re-constructs the special education system.This paper proposes to construct a three-level and four-type special planning system for territorial space education,and combines the characteristics of planning and education industry to propose a corresponding compilation and review sys-tem,and sort out the compilation contents of the three-level and four-type planning,so as to provide reference for the preparation of education planning by government departments and preparation units.
