After the outbreak of the Taiping Heavenly Kingdom Movement,Luo Bingzhang administered Hunan Province twice for nearly ten years.Because the Eight Banners and the Green Camp failed repeatedly,the Qing Dynasty placed its military hopes on the Xiang Army and other regiments.Thus,the transfer of military power was triggered.Luo Bingzhang,who had managed Hunan Province for nearly ten years,played a role no less important than Zeng Guofan.In order to encourage the Xiang army to fight to save the Qing Dynasty,Luo Bingzhang recommended many people and urged the Qing court to let the talented people who had been guilty of crimes stay in the camp.For the purpose of humanistic care and encouragement,he kept asking the Qing court for compensation and recognition of the fallen soldiers.He meant to share the worries for the Emperor,but inadvertently promoted the Han people to gradually hold military power and control the place,and helped the Han people to establish an incomparable image in the spiritual and cultural field,which contributed to the Han people's growth of power in Xianfeng Dynasty.
