数字生态视域下基层政府回应体系的建构与创新

摘要
基层政府的回应能力是其行政水平的关键体现,也是优化治理体系和保障民主政治的必要条件.基于数字生态建设的视角,分析基层政府推进数字化转型和回应能力提升的现状,借助相关案例,探究回应体系建构面临的现实困境.研究发现,由于传统行政观念的深刻影响,数字生态的理念与基层政府工作的融合尚未成熟,基层政府回应体系建构面临建设和运行成本高、协同性和灵活性不足、回应质量不高和回应评估不合理等问题,数字技术在其中尚未发挥良好的效能.在数字生态建设的背景下,基层政府应积极强化责任意识,以人民满意为标准,不断提升回应质量.通过完善政策支撑与培训机制、优化数据整合与共享、营造数字空间并推动数字互动、创新社会参与和反馈机制等路径,进一步优化数字技术的利用,助力回应体系的建构与创新,进而打造更加高效的基层政府形象.
Abstract
The response ability of the grass-roots government,the key embodiment of its administrative level,is also a necessary condition for optimizing the governance system and safeguarding democratic politics.From the perspective of digital ecological construction,this paper analyzes the status quo of grassroots governments in promoting digital transformation and improving response ability,and explores the realistic difficulties faced by the construction of response system with the help of relevant cases.The research finds that,due to the profound impact of traditional administrative concepts,the integration of the digital ecology concept with the grass-roots governments'work is not mature,and the construction of the response system of grass-roots governments is faced with high construction and operation costs,insufficient coordination and flexibility,low response quality and unreasonable response evaluation,among which digital technology has not yet played a good role.In the context of digital ecological construction,grass-roots governments should actively strengthen their sense of responsibility,take people's satisfaction as the standard,and constantly improve the response quality.By improving policy support and training mechanisms,optimizing data integration and sharing,creating digital space and promoting digital interaction,and innovating social participation and feedback mechanisms,the use of digital technology can be further optimized to help the construction and innovation of response systems,and create a more efficient grassroots government image.
