共同富裕背景下青岛市普惠型社区养老发展路径探析

摘要
中国社会已经进入深度老龄化阶段,在追求共同富裕的过程中,普惠型社区养老是一条充满前景的道路.研究普惠型社区养老发展路径对缓解社会养老压力、解决居民养老问题有着重大意义.青岛市普惠型社区养老服务走在全国前列,在实践和探索中形成了老年助餐服务模式、社区综合养老服务模式和"家庭养老床位"服务模式,但也存在一些问题,如资金与运营压力大、服务水平和质量较低、村镇地区普及程度偏低等.针对以上问题,提出青岛市普惠型社区养老服务的三点发展建议:创新养老思路、整合社会资源和重视村镇养老.
Abstract
Chinese society has entered a stage of deep aging,and in the process of pursuing common prosperity,inclusive community-based elderly care is a promising path.It is of great significance to study the development path of inclusive community-based elderly care to alleviate the pressure of social pension and solve the problem of pension for residents.Qingdao is at the forefront of the country's inclusive community-based elderly care services,and has formed a meal service model for the elderly,a community-based integrated elderly care service model and a"family care beds"service model in practice and exploration,but there are also some problems,such as high capital and operational pressure,low service level and quality,and low popularity in villages and towns.In view of the above problems,three suggestions for the development of inclusive community-based elderly care services in Qingdao are proposed:innovating the idea of pension for the elderly,integrating social resources and attaching importance to the pension in villages and towns.
