中国海洋渔业创新要素配置与高质量发展的耦合研究

摘要
综合采用熵权法、高斯核密度估计、Gini系数、Theil指数、障碍度模型和耦合协调度模型,以2009-2020年中国大陆地区10个沿海省级行政区为研究对象,研究了海洋渔业创新要素配置与高质量发展的耦合关系.结果表明:创新要素配置不断优化,但区域差异不断扩大,专利、科技论文、海洋专业研究生教育为主要障碍因素;除天津外的其他沿海省级行政区的高质量发展水平均呈现上升态势,区域差异下降,海域使用金、海域确权面积、远洋渔业为主要障碍因素;创新要素配置与高质量发展的耦合状态以基本协调为主,宏观层面有所改善,但仍未达到高度协调的理想状态.
Abstract
This study investigates the coupling relationship between the allocation of innovation factors and high-quality development in marine fisheries,using a comprehensive set of methods including entropy weight method,Gaussian kernel density estimation,Gini coefficient,Theil index,obstacle degree model,and coupling coordination degree model.The research covers ten coastal provincial administrative regions in mainland China from 2009 to 2020.The results indicate that the allocation of innovation factors has been continuously optimized,but regional disparities have expanded,with patents,scientific papers,and postgraduate education in marine specialties being the main obstacle factors.Except for Tianjin,the high-quality development levels of other coastal provincial administrative regions have shown an upward trend,with regional disparities decreasing,and marine use fees,marine authorization areas,and offshore fisheries being the main obstacle factors.The coupling state between the allocation of innovation factors and high-quality development is primarily coordinated,with some improvement at the macro level,but it has not yet reached the ideal state of high coordination.
