乡村振兴战略下乡镇干部激励机制探析

摘要
乡村振兴战略对乡镇干部提出了新的更高要求,满足这些要求,是乡村振兴背景下乡镇干部激励的目标.乡镇干部所获激励与个人成长需求存在张力,是当前乡镇干部激励困境所在.坚持问题导向,破解乡镇干部激励困境需从以下方面着力:完善晋升、薪酬等激励机制,回应干部自我价值追求;纠治形式主义、官僚主义与核增编制并举,蓄养干部工作精力;创新管理和问责机制,厘清乡镇及乡镇干部事责权责;优化"选育管"机制,提升干部工作能力.
Abstract
The rural revitalization strategy has put forward new and higher requirements for township cadres,and meeting these requirements is the goal of motivating township cadres in the context of rural revitalization.The tension between the incentives received by township cadres and their personal growth needs is the current dilemma of incentive for township cadres.Adhering to a problem-oriented approach and solving the incentive dilemma of township cadres require efforts from the following aspects:improving the incentive mechanisms for promotion and compensation to respond to the cadres'pursuit of self-worth;correcting formalism and bureaucracy while increasing the number of positions to conserve the cadres'work energy;innovating management and accountability mechanisms to clarify the responsibilities of townships and township cadres;optimizing the"selection,cultivation,and management"mechanisms to enhance the cadres'work capabilities.
