生产力的诸要素中,劳动力是最活跃的能动的要素,是第一要素.新质生产力培育的关键在于提升劳动者的素质及其配置、利用和创新效率,由此要求制造业人力资源管理应由以重视秩序为主的模式转向重视柔性适应与创新的新模式,进而通过人才培养与制造业的新技术应用相结合、调整制造业人才需求方向、建设完善绩效评估和激励机制、改进组织机构建设等方法重塑制造业人力资源管理模式,使之适应加快新质生产力培育的要求,实现以创新驱动高质量发展.
Cultivation of New Quality Productivity and Transformation of Human Resource Management in Manufacturing Industry
Among the various factors of productivity,labor force is the most active and dynamic factor and is the first factor.The key to cultivating new quality productivity lies in improving the quality,allocation,utilization,and innovation efficiency of workers.Therefore,it is required that the management of human resources in the manufacturing industry should shift from a model that focuses on order to a new model that emphasizes flexible adaptation and innovation.By combining talent cultivation with the application of new technologies in the manufacturing industry,adjusting the direction of talent demand in the manufacturing industry,establishing and improving performance evaluation and incentive mechanisms,and improving organizational structure construction,the management model of human resources in the manufacturing industry can be reshaped to meet the requirements of accelerating the cultivation of new quality productivity,and achieve high-quality development driven by innovation.
