From Vulnerability to Resilience:How Tourism Turned Crisis into Opportunity?
As a sensitive industry highly affected by the external environment,the tourism industry should clearly recognize the contradiction between vulnerability and resilience,strengthen the awareness of resilience governance,and enable it to cope with,transform and recover from a variety of crisis situations.Therefore,this study selects two important concepts in crisis management—vulnerability and resilience.Firstly,it analyzes their meaning,change and applicable situation,depicts the various evolution forms of tourism destination system after encountering the external environmental impact,and analyzes the harmonious contradiction between them by referring to the logical property proposition of lexical items.Secondly,the functional tendency of vulnerability and resilience in uncertain scenarios is summarized,and the possible feedback effects of vulnerability and resilience in practical scenarios are judged.Thirdly,it explores the scene response behaviors of many subjects such as government,technology and enterprises under the uncertain situation,highlighting the collision,impact and resultant force of multi-subject forces in the tourism system.Finally,the"Tourism life community"is constructed from the dimension of tourism stakeholders,and the resilience governance system of tourism life community under the theory of"three selves"is explored.Based on the real situation of COVID-19,this paper proposed a resilience governance path from the dimensions of psychological resilience,regional tourism resilience mechanism and happiness industry building.For the recovery development of tourism industry in the post-epidemic era,it is suggested to highlight the role of government guidance,technological change,enterprise adjustment,community governance and tourist participation,so as to effectively promote the process of tourism industry resumption.
