Land Policy Deregulation and New Urbanisation of County Territory:Evidence from Rural Homestead Reforms
New urbanisation with counties as the important carrier is the inevitable way to achieve Chinese modernisation,but with the continuous outflow of rural surplus labour,the problems of rough land use,idle homesteads and even desertion are becoming more and more prominent.The reform of residential base is an important measure to promote the coordinated development of land elements and new urbanisation.Based on the pilot policy of residential base reform,this paper applies the staggered double-difference method to construct a quasi-natural experiment to test whether the reform of rural residential base can promote the new urbanisation of the county.It is found that the reform of rural residential base system can significantly enhance the level of new urbanisation in the county.The identification of policy paths reveals that the reform of rural residential land system enhances the level of new urbanisation in the county through three paths:labour factor supply,land factor supply and rural market demand.This paper provides empirical evidence for the promotion of county-based new urbanisation through land policy reforms,and explores the underlying mechanisms from both the supply-side and demand-side perspectives,as well as empirically providing policy insights on how to prudently promote the pilot reform of the rural residential land system.
