As the power sector is a principal sector of China's energy consumption and carbon emissions,policy is the key lever for advancing its green transformation.Based on policy goals and measures,the pres-ent paper analyzes the evolution of energy conservation and emission reduction(ECER)policies in China's energy and power systems to reveal the theoretical logic and practical approaches.The results indicate that the ECER policies have evolved following the trajectory of"energy saving-environmental protection-renew-able energy development promotion".The evolution has gone through the exploratory phase dominated by administrative directives,the reinforcement phase characterized by legal and regulatory measures,and the diversified development phase combining both administrative directives and market-oriented approaches.Such an evolution process has resulted in a circular development pattern promoting coordinated energy conservation,pollution reduction,carbon emission reduction,and the optimization of energy structures.The transformation process has consistently embodied three basic characteristics:adhering to the Party's will,centering on the people,and ensuring both development and security.Besides,significant innovative achieve-ments have been made in ECER technologies.Further promotion of the green and safe transformation of the energy and power systems should involve in-depth practical exploration in four areas:cultivating new quality productive forces,improving fiscal and financial policies,promoting the synergistic enhancement of multiple objectives,and strengthening the awareness of green and low-carbon development.
