加强"一带一路"科技创新合作:重要意义与展望

"一带一路"科技创新合作既是高质量共建"一带一路"的重要内容,也是"一带一路"高质量发展的有力保障.十多年来,得益于有科学理论指引方向、政府和市场的协调配合,以及中国强大的硬实力做后盾,"一带一路"科技创新合作取得丰硕成果,与共建国家在机制建设、合作载体、人才培养等领域取得显著成绩,不仅为全球共同发展搭平台、做增量、添动力,还积极推动科技惠民,助力减贫脱贫、提升民生福祉.当前,"一带一路"科技创新合作空间广阔、前景可期,但仍面临一定风险障碍.展望未来,要更加主动地融入全球创新网络,抓好支持高质量共建"一带一路"八项行动中提出的"推动科技创新"具体举措和党的二十届三中全会提出的"继续实施'一带一路'科技创新行动计划"要求的落实落地,从打造良好科技创新合作环境、将海外工程项目作为重要载体等方面持续推进,在科技开放合作中实现共赢,赋能"一带一路"下一个金色十年.
Strengthening the Belt and Road Scientific and Technological Innovation Cooperation:Significance and Prospect
The scientific and technological innovation cooperation is not only an important component of high-quality Belt and Road cooperation,but also a solid guarantee for its high-quality development.Over the past decade,owing to the sound theoretical guidance,the coordination between government and market,and China's robust hard power as a strong backing,the scientific and technological cooperation has yielded abundant fruits in establishing mechanisms and cooperative platforms as well as talent cultivation.These achievements have contributed to the global development by building platforms,creating added value and driving momentum.Moreover,they have promoted the use of technology for the public interest,facilitated poverty reduction and alleviation,and improved people's well-being.Currently,the scientific and technologi-cal cooperation has vast potential and promising prospects despite of some challenges.Looking ahead,it is imperative to engage proactively with the global innovation network,and effectively implement the mea-sures for"advancing scientific and technological innovation"proposed in the"eight major steps"to support the high-quality Belt and Road cooperation and the measures in the Belt and Road Science,Technology and Innovation Action Plan put forward by the Third Plenary Session of the 20th Central Committee.By creating a favorable environment and utilizing overseas engineering projects as important carriers,the scientific and technological cooperation can lead to a win-win situation,thereby empowering the Belt and Road cooperation in the next golden decade.
