External Embedding and Endogenous Development:Pathways of Optimizing Village Assistance Empowerment on Common Prosperity for Farmers and Rural Areas
Achieving common prosperity for farmers and rural areas remains a key challenge in the pursuit of national prosperity. As an effective mechanism of the rural work led by the Communist Party of China, village assistance is an important experience in poverty alleviation, and a critical approach to advancing common prosperity for farmers and rural areas. The present paper develops an analytical framework based on the theory of external embedding and endogenous development.By imbedding upper-level systems, external capital, structures, and knowledge of village assistance, this framework can boost the local institutional reforms, unleashes indigenous resources, optimizes internal structures, and strengthens endogenous dynam-ics,thereby empowering institutions, capital, organizations, and entities involved.Besides,it integrates both external and internal factors of common prosperity for farmers and rural areas, including national institutions, dispatching organizations,primary-level Party organizations, and rural entities.Through multiple mechanisms like fixed-village assistance,to-village assistance,in-village assistance, and living-in-village assistance,it aims to enhance the effectiveness of the assistance and optimize the realistic pathways of empowering the common prosperity.
