Research on the Application of Big Data Platform in Government Performance Management
Clarifying the empowerment mechanisms of big data platforms for government performance man-agement(GPM)can help promote the construction of digital government and modernization of government governance.The present paper analyzes the empowerment mechanisms of big data platforms on the macro-level GPM from four dimensions:data,technology,organization,and environment.Specifically,big data platforms empower GPM by enhancing accurate identification of performance management targets,achieving dynamic and full-process monitoring,improving the scientific rationality of performance analysis,improving the information disclosure mechanism,reshaping management processes and organizational structures,and optimizing the external environment of the organization.The research of the cases in the National Public-Private Partnership Comprehensive Information Platform finds that big data platforms play a positive role in government macro risk management,enhancing technical efficiency,organizational coordination,and stabi-lizing external environmental expectations.However,there are also problems such as insufficient data sharing between departments,inadequate application of technology,lack of integration in organizational structure,and insufficient external regulation.Since the digitalization of GPM is inevitable,it is necessary to clarify the functional positioning of GPM,improve data sharing,expand the application of technology,enhance the integration of organizations in platform construction,and optimize the environmental fitness of the platform,so as to the quality and effectiveness of its application in GPM.
