Challenges and Prospects of Agricultural and Rural Modernization in the Process of Realizing Chinese Modernization
Being an integral part of Chinese modernization,the agricultural and rural modernization is a rela-tive,dynamic process with gradual evolution of significant relationships between industry and agriculture,urban and rural areas,humans and nature,and rural relations of production.Based on the current situations both at home and abroad as well as basic national and agricultural conditions of China featuring"large agri-cultural population but small agricultural households",the present paper delves into the basic connotations and evolvement logic of these major relationships.From the perspective of the dynamic evolution of these relationships,it analyzes challenges and dilemmas faced by China in accelerating the agricultural and rural modernization at the current stage and in the foreseeable future.These include the agriculture being"large in scale but weak in strength",the irrational allocation of production factors between urban and rural areas,the significant barriers to putting rural resources and assets to good use,the tightening dual constraints of resource and environment,the transformation bottleneck of small-scale farmer production modes,and the urgent need to adjust rural governance modes.In response,this paper proposes advancing high-quality agricultural and rural modernization in the future by maintaining both"the major country thinking"and"the worst-case scenario thinking".Other ways include seeking breakthroughs in the benign interaction and integrated development of the relationships between industry and agriculture,urban areas and rural areas,accelerating the establishment of long-term mechanisms for putting rural resources and assets to good use and effective mechanisms for connecting small farmer households with modern agriculture,integrating the green development throughout the agricultural and rural modernization,and improving the rural moderniza-tion governance system with farmers at the core.
