The judges conference system as an internal mechanism of the court has its own logics of history,legitimacy,function and operation.Historically,the system,driven by continuous specific judicial demands,has evolved from informal mechanisms such as court affairs meetings and joint conferences of presiding judges.Its legitimacy stems from its practical utility and China's overall court-based operational model,the organizational principle of democratic centralism,and the collective cultural traditions.Functionally,it per-forms a series of roles in that it promotes the transparency of power exercise and constraints for equal rights,the sharing of judicial experience and wisdom,and the formation of judicial consensus.The operational logic lies in that the logics of technology,cost,and control jointly constitute its internal operational mechanism.Studying its logical basis is,therefore,conducive to deepening the understanding of this system,and further laying a theoretical foundation for it.
