A Study on Multi-subject Coordinated Co-governance in Rural China
The resolution adopted at the third plenary session of the 20th Central Committee of the Commu-nist Party of China points out the need to"improve the social governance system based on collaboration,par-ticipation,and common interests".Strengthening the construction of the rural governance legal system and building a diversified,coordinated governance structure is the path we must take to promote all-around rural revitalization and establish a society of collaboration,participation,and common interests.Since the founding of People's Republic of China in 1949,through continuous efforts to reform agriculture and rural areas and integrate all forces and pool resources of all sectors,the single-subject rural social governance has graduated into a diversified,multi-subject governance structure led by the Party committee,driven by the government,and supported by the society and people.Based on an overall survey of the historical evolution of institutions and mechanisms of China's rural governance,the present paper analyzes the orientation of rural multi-subject governance and the dilemmas confronting coordinated co-governance,providing a valuable theoretical sup-port for scientific advancement of rural governance.At present,the constraints of rural governance include ambiguous division of multiple subjects'rights and responsibilities,and imperfect co-governance mecha-nisms.To address these problems,we need to continuously optimize the legal system and mechanisms for the multiple subjects to participate in rural governance in practice,strengthen the supervision and management of multiple subjects of rural governance,and comprehensively improve the basic guarantees for their participa-tion.The target is to build a diversified,coordinated governance system aligning with China's current stage of development and the realities of rural areas.
