The Impacts of Transformational Leadership on the Grassroots Civil Servants'Willingness to Implement Budget Performance Management Policies
Although the positive impacts of transformational leadership on civil servants'attitudes and behaviors are widely recognized,few existing studies explore the specific mechanisms and external contin-gent variables influencing grassroots civil servants'willingness to implement budget performance manage-ment policies.By combining Social Cognitive Theory and Organizational Support Theory and adopting the questionnaire data of grass-roots civil servants in A province,the present paper uses AMOS and Process software comprehensively to examine the impacts of transformational leadership on the willingness,aiming to reveal the mediating effect of self-efficacy and the adjustive effect of organizational support climate.The findings indicate that transformational leadership has a significant positive effect,and a positive indirect effect through self-efficacy;organizational support climate positively mediates the relationships between transformational leadership and self-efficacy as well as self-efficacy and the willingness.The research expands the application scope of theoretic basis and enriches the research perspectives on budget perfor-mance management policies.Additionally,it strengthens the rational cognition of the willingness by clarify-ing the interior operating mechanisms of transformational leadership and the contingent impact of organiza-tional support climate.Accordingly,it provides a reference for fostering the transformational leadership style,enhancing the policy implementation willingness,and creating an organizational support climate.
