The Governance Process and Effects of Micro Corruption in Rural Areas from the Perspective of Government Behavior——Based on the Empirical Analysis of N County in Zhejiang Province
The governance of micro corruption in rural areas is deeply influenced by base-level government behavior,and different institutional practices have been formed during the diachronic process.Under the effect of the efficiency goal,the stripe-bloc rela-tionship appears to be"weak with the stripe dimension and strong with the bloc dimension",the base-level government having shaped a power structure,resulting in the failure of the rural micro-corruption governance system;under the effect of the pliant target goal,the stripe-bloc relationship appears to be"strong with the stripe and weak with the bloc",the grassroots government having shaped a balance power structure,realizing the system effectiveness of rural micro-corruption governance;With the spread of the notion of"management with maximized application of rules",village-level power balances have increasingly exceeded their limits,which has brought about the dilemma of the rural micro-corruption governance system.Therefore,the governance of micro corruption in rural areas requires a reasonable institutional space for the operation of village level power to balance the relationship between state autonomy and village autonomy,the relationship between village organizations and the villagers,and to coordinate the relationship between resources served at the village level and supervision exercised at the village level.
