Research on the Construction and Operation Mechanism of"Three-Dimensional Coordination"Supervision System of State-Owned Enterprises in the New Era
Cracking the problem of"difficult supervision"of state-owned enterprises is not only the responsibility of carrying out comprehensive and strict governance of the Party,but also the inherent need to improve the level of enterprise management.At present,state-owned enterprises are making explorations into the construction of a large-scale supervision pattern,aiming to optimize the integration of supervision power,improve supervision efficiency,and achieve the dual objectives of"risk prevention"and"promoting development".This paper takes the"three-dimensional coordination"supervision system of State Grid Nanjing Power Supply Company as an example,and comprehensively analyzes the operation process,inherent dilemma and optimization path of the state-owned enterprises'overall supervision system.It is found that horizontal integration can focus on the integration of information resources and convergence of supervision synergy,vertical integration should emphasize that supervision should focus on seizing the"key minority"and driving the"vast majority",and targeted governance is to focus on rectifying all kinds of problems related to the major business risks of state-owned enterprises.The characteristics of state-owned enterprises with many risk points found in a wide range determine the complexity of the operation of the large supervision system,and in the future,we can optimize the supervision mission in three aspects:"specificity","digitization"and"visualization"of supervision effects.
