The Study on Accurate Identification of Social Assistance Targets Driven by Digital Intelligence from the Perspective of Administrative Burden
In the era of digital intelligence,the application of digital intelligence technology in the identification of social assistance targets has developed rapidly and promisingly,and it has also triggered a profound reform of the social assistance governance system.This paper constructs an analytical framework based on the theory of administrative burden.Firstly,the main practice modes of digital intelligence application of social assistance target identification are summarized;Secondly,the role mechanism of digital intelligence driving the accurate identification of social assistance targets is explained,and its constraints,limits and risks are analyzed,and the two policy implementation processes of social assistance target identification are compared;Finally,starting from the goal of modernizing the digital intelligent governance system and governance capacity,and improving the sense of security and gain of the Disadvantaged Groups,policy suggestions are put forward from the aspects of correcting the value goal of digital intelligent governance of social assistance,improving the quality and application level of platform construction,improving the governance system and responsibility system adapted to the era of digital intelligence,and strengthening the construction of regulatory system for digital intelligent application.
