学习型城市建设:全球实践及其启示

学习型城市在国外已有近半个世纪的发展,积累并形成了一套较为成熟且可资借鉴的运作模式与经验。通过对以项目为依托的欧洲经济论模式、以技术为依托的北美智能论模式、以政府为依托的东亚关系论模式和以基本发展为依托的非洲理念论模式等不同地区学习型城市建设与发展的系统引介与分析,提炼其对新时代中国学习型城市建设与发展的经验借鉴,并在此基础上提出契合本土实际的推进策略:培育"学习文化",营造全社会学习氛围;加强学习型社区建设,推进居民终身学习;创造更多学习机会,扩大教育共享范畴;加大公共财政投入,拓宽多元化资金支持;建立健全相关协同制度与联动保障机制等。
Construction and Development of Learning Cities:Global Practice and Local Strategies
Learning cities have developed in foreign countries for nearly half a century,accumulating and forming a set of relatively mature and versatile operating models and experiences.Through the European economic theory model based on the projects,the North American intelligence theory model based on technology,the East Asian relationship theory model based on the government,and the African idealism model based on basic development,the paper introduces and analyzes systematically the construction and development of learning cities in different regions,refine theirs experience and reference to the construction and development of China's learning-oriented cities in the new era.And on the basis above,the paper proposes the local promotion strategies that fit the reality of China:to create a learning atmosphere for the whole society and foster a"learning culture";to strengthen learning communities construction and promote residents'lifelong learning;to create more learning opportunities and expand the scope of sharing education;to broaden diversified financial support and establish and improve the relevant institutional guarantees,etc.
