构建新发展格局的逻辑起点是全球市场失灵及其发展赤字.在国际市场饱和且外生的条件下,突破发展瓶颈的关键是建设全国统一大市场,实现经济内生增长,并带动全球经济增长.现实中,新能源革命和数字经济发展为此奠定了产业基础,且抑制了传统产业的市场失灵问题,因此构建新发展格局有利于超越全球发展赤字.据此提出三点建议:纠正市场失灵的供给侧结构性体制性改革、防止产业"空心化"的政策扶持和应对风险挑战的战略谋划等.
Abstract
Market failure and global development deficit are the logical starting point for China to build a new development pattern.The key to breaking through development bottlenecks is to build a unified national market under the saturated and exogenous conditions of the international market,which can achieve endogenous growth and then drive global growth.In reality,the new energy revolution and the the digital economy have laid the industrial foundation for the new development pattern and suppressed the market failure of traditional industries,therefore,building a new development pattern is conducive to surpassing the global development deficit.Based on this,three suggestions are proposed:supply side reform and systemic reform to correct market failure,policy support to prevent industrial hollowing-out and strategic planning to address risk challenges,etc.
